Today, Arrive, a leading global mobility platform and parent company of parking app ParkMobile, announced the launch of express pay in Philadelphia to provide the latest seamless and convenient off-street parking experience. In partnership with Flash, a pioneer in off-street parking technology, express pay enables automatic parking access and payment for drivers at participating garages without reaching for a card, ticket or phone. Resident and visiting drivers will have greater choice in their preferred payment experience and can take advantage of express pay through the following steps:

Parking Using Express Pay

  1. Enroll in express pay: Drivers are able to enroll via the ParkMobile app or Parkwhiz app and navigate to express pay within the menu to enroll vehicles under their account for automatic digital payment using express pay before parking. Drivers are also able to enroll on-site at participating locations by scanning the nearest signage.

  2. Drive In: Approach any express pay participating location and registered vehicles will be recognized, automatically opening gates for access.

  3. Park & Go: Park your vehicle in the space of your choosing. Express pay creates an active parking session, viewable in the app, that will handle validations, coupons, payment details and more.

  4. Drive Out: Approach the facility exit and express pay will end the current parking session, provide a digital receipt via ParkMobile, and open the gates to continue your journey—all without reaching for a wallet or phone.

Express pay sets an industry standard by reducing transaction times from 30 seconds to just three seconds, delivering the automated entry, exit, and payment experience modern drivers demand. By accelerating lane movement, express pay mitigates urban congestion and ensures a seamless 'first and last impression' for every city visitor.

“We are proud to bring the next level of convenience to Philadelphia’s drivers with the brand they know and love,” said Andy Harman, Head of Global Product Line Sales - Off Street & Insights for Arrive, parent company to ParkMobile. “Together with Flash, we are expanding our footprint to bring their accessibility directly to our end users, an offering that reinforces our commitment to making parking journeys in Philadelphia faster so drivers can better enjoy their destinations.”

Express pay leverages Flash’s state-of-the-art Vision LPR (license plate recognition) technology built exclusively for providing faster and easier parking experiences. The resilient system is built on eight technologies and the first and only fully offline operating capability to ensure driver convenience is maintained through changing weather and connectivity conditions. Locations offering express pay will have visible signage with instructions to enroll users in automatic payments.

"Philadelphia isn't just adding a new payment option. It's becoming a model for urban mobility.  When you can drive into a city, park, and leave without ever stopping, reaching for your phone, or touching a kiosk, you've fundamentally changed the relationship between drivers and destinations. This is only possible because of the depth of our partnership with Arrive and ParkMobile," said Dan Roarty, Chief Digital Officer at Flash.

Arrive and Flash are working closely with Parkway to bring its express pay technology to Parkway locations across Philadelphia. Parkway CEO Rob Zuritsky said of the partnership,  “Express pay represents a meaningful innovation in urban mobility. Through our partnership with Arrive and Flash, we’ve created a fully automated parking experience that works reliably in any environment—raising the bar for convenience in Philadelphia and nationwide.”

Parking locations participating in express pay will continue to offer alternative payment methods, including paper tickets, and credit card payments. Drivers looking to try express pay for themselves can download the ParkMobile app, and visit one of the over 30 parking locations within Philadelphia.
